Andreas Wulf - Expert in public procurement law and organisational processes

„I have reached my professional goals.“

My professional journey began with the Bundeswehr, where I served eight years as a service member and completed my training as a sergeant. This period shaped me profoundly: discipline, teamwork, and responsibility were not just words but daily realities. Thereafter I moved into administration – I studied Public Administration / Public Service Management at Harz University of Applied Sciences and gained practical experience in various institutions, such as the State Administration Office and the Federal Employment Agency.

In 2017 I was given the opportunity to join the Julius Kühn Institute (JKI). Initially on a fixed-term basis in the former central department, I was able to get to know many areas and develop a sense for the diverse processes. I soon participated in exciting projects—from optimizing travel request procedures to implementing the “New Sub-threshold Awarding Regulation.” I also contributed to the introduction of electronic invoicing (e-invoicing) in 2020. These tasks showed me how exciting and practical even complex topics can be when you understand the connections.

Today I am established professionally and work in the Department of Organization and Central Services in the JKI’s Zentralabteilung. My focus is on fundamental issues of procurement law and procurement, so I regularly liaise with the Federal Ministry of Labour and Social Affairs (BMAS). I also coordinate, among other things, the needs assessments for framework agreements and serve as the technical contact for the “Bundes-Kaufhaus” (KdB). For me, every task is an exciting challenge—and an opportunity to design procurement efficiently and sustainably for the JKI.

I am someone who quickly grasps what matters, enjoys organizing, and keeps sight of the essentials. Procurement law may sound dry at first, but for me it is a versatile field full of opportunities for professional and personal development.

I particularly value the great JKI team, where recognition and participation are highly regarded. Here I can help organize, my voice counts, and we achieve a lot together—a feeling that motivates me every day.

Rooted in home and committed, I look forward to continuing to drive exciting projects and to future-proofing JKI procurement.
